State government is the anchor: agency facilities, the Capitol complex, and the Department of Management Services, whose Bureau of Building Construction oversees state building projects and publishes the architect-engineer fee guidelines everyone works from. The campuses buy next, and they buy constantly. Florida State, Florida A&M, and Tallahassee State College each run their own facilities and construction office, the jointly operated FAMU-FSU College of Engineering has roughly $152 million in state money committed to its Building C expansion, and FSU just finished a $265 million rebuild of Doak Campbell Stadium. Healthcare is the other engine: the 140,000 square foot FSU Health and Tallahassee Memorial academic health center on the TMH campus opens in late 2026, FSU completed the transfer of city-owned hospital assets in April 2026, and HCA Florida Capital Hospital keeps its own work in motion. Local capital moves through one unusual engine, the Blueprint Intergovernmental Agency, the city-county body spending a one-cent surtax across a list of 32 roads, parks, and stormwater projects.

It's a shortlist town, not a low-bid town. Florida's Consultants' Competitive Negotiation Act governs how these owners pick architects and engineers: the agency ranks at least three of the most qualified firms on competence, past performance, and current workload, and only then negotiates a fee with its first choice. Price doesn't get you in the room. That rewards the firms procurement already knows, and Tallahassee has a settled bench of them, including homegrown practices like Moore Bass Consulting on the civil and land planning side and CRA Architects, which built its reputation on state and school work. The same names recur on state, campus, and county selections year after year, so being qualified isn't the same as being selected.

That's the opening for a fractional BD director. Standing with a selection committee gets built over years, through pre-RFQ conversations, agency relationships, and being present long before a project is advertised, and a principal who's billable can't do that on the side. Procurement Services Division (300 S. Adams St.) buys design and engineering for the city-owned electric, gas, water and sewer utilities, StarMetro transit, and the Aviation Department running Tallahassee International Airport (TLH), which is delivering a $28 million International Processing Facility. City Procurement also administers solicitations on behalf of the Capital Region Transportation Planning Agency and the Consolidated Dispatch Agency.

Leon County Government (Board of County Commissioners)

Buys public works engineering, facilities design and continuing service contracts through its OpenGov portal; open listings as of August 2026 include Grant Support Services for Public Work Engineering and a Painting and Related Services continuing service contract.

Blueprint Intergovernmental Agency

The joint City/County penny sales tax capital agency delivering Northeast Gateway (Welaunee Boulevard), Airport Gateway, the Northeast Corridor Connector on Bannerman Road, Capital Cascades Trail and water quality work. It adopts the City of Tallahassee's procurement policies, runs CCNA selections, and uses Continuing Service Agreements that carry no threshold limit on professional fees.

Florida Department of Transportation District Three

Buys design, architecture, surveying and mapping, landscape architecture, planning and right of way services across 16 Panhandle counties including all four Tallahassee metro counties. District office is at 1074 Highway 90, Chipley; FDOT's statewide Central Office, which advertises many statewide consultant contracts, sits in Tallahassee at 605 Suwannee Street.

Leon County Schools

Issues ITBs for school construction and RFQs for design professionals, including RFQ 106-2026 for professional architectural consulting at Raa Middle School and RFQ 260-2025 through 264-2025, a set of continuing contracts covering civil, structural and MEP engineering, construction management, architecture, and geotechnical/environmental services.

Florida State University

Planning, Design & Construction (pdc.fsu.edu) runs campus capital projects and maintains a standing Continuing Services Agreements list for design professionals; competitive solicitations post to FSU's public procurement portal.

Florida Agricultural and Mechanical University

Procures campus construction, renovation and supporting design services through its own public Bonfire procurement portal, separate from FSU's system.

How selection works here

Florida runs true QBS under the Consultants' Competitive Negotiation Act (s. 287.055, F.S.), so local agencies must publicly announce whenever basic construction cost is estimated above the Category Five threshold of $325,000 or a planning/study fee exceeds the Category Two threshold of $35,000, must rank no fewer than three firms in order of preference, and may only request and consider compensation proposals during negotiation with the top-ranked firm; continuing contracts are the workhorse here, covering individual projects up to $7.5 million in construction cost, and the City, County, Blueprint, Leon County Schools and FSU all keep standing benches, with the City/County/Blueprint policy committing to rotate task orders among the firms already on them. What is unusual about Tallahassee is that one office, the Tallahassee-Leon County Office of Economic Vitality MWSBE Division, sets participation goals for all three of the City, Leon County and Blueprint before a solicitation is ever advertised: Architecture & Engineering carries aspirational goals of 8.00% MBE and 6.00% WBE from the 2019 MGT disparity study (reaffirmed in the 2022 update), those goals are scored as points in CCNA professional services selections, and a submittal with an incomplete MWBE Participation Plan and no Good Faith Effort documentation is deemed non-responsive and ineligible for award, so the teaming decision has to be made weeks before the shortlist. The local market area is defined as the four counties of Leon, Gadsden, Jefferson and Wakulla, which governs MWSBE certification eligibility, which subconsultant dollars actually count toward a goal, and the local preference policy Blueprint incorporates from Leon County; SBE status (200 or fewer employees, net worth under $5 million) additionally opens reserved and unbundled solicitations. FDOT is the separate track: consultants must be prequalified under Rule 14-75, F.A.C. before competing, and a firm that is technically prequalified without an approved overhead audit is capped at pursuing projects with fees under $500,000, so the audit is the gate to larger District Three and statewide work advertised out of the Tallahassee Central Office.
